The drama happened at the end of last week. On Friday around noon, the hugely popular digital payment platform Paytm disappeared from the Google Play store for Android phones, at least in India. But it is clear that everything is not as black and white as it seems.

Google India said in a statement this morning: “Offering cashback and vouchers does not, in and of itself, constitute a violation of our Google Play Gambling Policy. Last week, we reiterated the Play Store’s gambling policy. Our policy is not to operate an online casino or support any unregulated gambling that promotes sports betting, including daily fantasy sports in India.” Google India confirms that the policy is being followed to ensure the safety and protection of consumers. “In the event of repeated policy violations, we may take more severe action, which may include deleting Google Play developer accounts. Our policies are consistently enforced and followed by all developers,” they add.
Paytm says the first message they received from Google stated that the Paytm app had been removed from the Play Store in India. Apparent issues cited included the UPI refund and scratch card campaign that Paytm ran prior to the start of the 2020 T20 IPL cricket extravaganza. Paytm confirms that Google did not give them the opportunity to respond as usual. “This was the first time Google sent us a notification about our refund campaign and UPI scratch cards. Contrary to accepted practice, we were not given the opportunity to respond to their concerns or express our opinion,” Paytm said in an official statement. They also add: “We affirm that our reimbursement campaign complied with the guidelines as well as all the laws of the country. We did not break any rules and there were no violations. It has nothing to do with gambling.”
A quick look at the Google Play Store’s global policy, specifically what it calls “Advertising gambling or real money games, contests and tournaments in apps distributed on Play,” the company said in a statement. Advertisements for gambling, real money games, contests and tournaments are permitted where permitted by local law. In addition, ads must not be shown to users under 18, and the application must not be registered with the Designed for Families program. At this point, it is not clear if Paytm has signed up for this program.
A quick look at India’s Google Play Store listings seems to tell its own tale of confusion. A simple search for “fantasy cricket” in the Play Store for Android phones brings up a list of apps, including Fantasy Cricket, CricPlay – India’s first free fantasy cricket game, Team11Fantasy – free fantasy cricket, and more. Even if these apps don’t always allow transactions or fantasy league gameplay, they certainly advertise such activities. It is interesting to note that Dream11, the main sponsor of IPL 2020 and this year’s Mobile Premier League, or MPL, the main sponsor of Kolkata Night Riders, has apps for Android, but they offer direct download links and follow the steps on how to download apps on Android devices instead official Google Play store.

You might not be surprised to know that Google Pay in India has also tried to cash in on the excitement ahead of the return of cricket with IPL 2020. In June, research and strategy firm Zinnov released data showing that Paytm has 39 million daily active users (DAUs) in the country, while Google Pay has about 19 million DAUs.
